Yes, the achievement is account-wide. However, the dungeon teleports are only usable by the character that actually completes the timed +10 runs.
Along with the Keystone Hero achievement, every timed Mythic +10 completion unlocks a portal teleport that lets you jump directly to that dungeon’s entrance.
To earn Keystone Hero, you need 2500+ Mythic+ score. In practice, that means completing the full seasonal dungeon rotation on at least +10 difficulty (timed runs).
